ProcessingParameterRefusedException

Used as ProcessingParameterResult.Failure.cause when a ProcessingParameter indicates that it cannot apply an update.

This is distinct from ProcessingParameterApplicatorRefusedException.

ProcessingParameterRefusedException is used when the ProcessingParameter itself is refusing to apply the change, rather than the MimiParameterApplicator.

This can occur even when there are no MimiParameterApplicators added to the MimiParameterApplicator.
